
Carlos joined UBC in 2025 as a Consultant. He brings extensive experience in organizational effectiveness, people analytics, employee engagement, and strategic planning. Carlos received his Master’s degree in Applied Industrial/Organizational Psychology here at George Mason and a B.S in Psychology from Southern Adventist University. He combines academic rigor with practical expertise to deliver data-driven and people-focused solutions. Prior to George Mason, Carlos served as a Senior Human Capital Consultant at ICF, focusing on people analytics, change management, strategic planning, and HR strategy to improve organizational outcomes and employee experience within federal and state government agencies. His earlier roles in talent acquisition and behavioral analysis equipped him with a unique perspective on navigating change and fostering collaboration across different environments. Passionate about continuous improvement and ethical practices, Carlos supports leaders in making informed decisions that drive innovation, while nurturing a culture of excellence. Outside of work, he enjoys finding new restaurants and cafés to try.
